Signature, Avatar Suggestions?

First of all please move this if it isn't in the right place but I thought that this was the best. I'm currently starting to get interested in making signatures/avatars. I'm not gonna make a shop, I just want it for my own personal use. Any tips? A certain program? Is it free?

Please help and it will be greatly appreciated!

I would recommend Gimp. Gimp is free, and is easy to use.
I have accomplished everything I have wanted with gimp.
