Pick him up and carry him, or cuddle him up with a blanket, or maybe give him some yummy fishy treats... lol

Cuddle him (Talk to him softly), play with him (not too roughly otherwise it might make him sadder then he was), feed him treats and give him LOTS of kisses and attention.

First, take his paws off his eyes and check if he has anything in his eye('s).
If there is nothing there pet him, feed him, do as much as you can to comfort him.
Lastly, if not try taking him to a vets.

Lol he must be missing your neighbor cat...why dont send him there to play or invite her on play date..trust me he'll be soo happy:P

Give him a treat, pick him up, pet him, let him know you love him. :)

How is he acting? You probably know him better than anyone so you should do what he likes to do. Even if it means giving up some free time, you will be bonding together. If he keeps acting like this, maybe you should talk to a vet or cat expert.
